An Experiment in Deliberative Democracy: Lessons from the Conference on the Future of Europe

What does the future look like? Who should decide it? Faced with threats like Brexit, the European Union (EU) institutions had a surprising answer: the people.

The Conference on the Future of Europe is an unprecedented experiment in transnational, large-scale deliberative democracy.  800 randomly selected citizens from across the EU participated in over 250 hours of deliberations and meetings directly with decisionmakers and European officials. They were supplemented by online discussions, and round table events all over Europe. This process led to 49 proposals for the future of the EU, highlighting more than 300 concrete measures for the European Institutions to implement. What can we learn from Europe, and how can we use deliberation to improve our democracy?
